Tatneft, one of Russia’s largest oil and petrochemicals producers, has announced plans to establish a new EUR 1.5 billion integrated chemicals and composites production cluster in the Tatarstan Republic, reports Eugene Gerden.

The new AlmA cluster will be established within the Almetyevsk Special Economic Zone and span the production of maleic anhydride, polypropylene, acrylonitrile, carbon fibres and composites.

According to Tatneft spokesman Siren Sakhapov, the production of maleic anhydride is particularly important as the basis for binder resins and production will be established with the world’s first three-reactor propane dehydrogenation system.

Most of the raw materials for the needs of the new cluster will be supplied from the Tatneft oil and gas chemical complex that will be established at the same site with an annual output of 390,000 tons.

Future composites output will be supplied for the needs of various domestic industries, primarily wind generation and shipbuilding, as well as materials for the MS-21 medium-range aircraft, which has suffered from trade embargoes on the carbon composites it has in the past acquired from overseas suppliers.

Tatneft stresses that output from the new cluster will comply with all existing international standards and environmentally conscious technologies will be installed, including those from Italy’s Conser, with the emphasis on reliability, energy efficiency and the absence of emissions into the atmosphere and water.

The Tatarstan government has already promised to provide all necessary support for the implementation of the project and the new cluster is scheduled to be officially commissioned by 2025.
